This shirt is a commemorative souvenir tee from Sun Microsystems' contract with NASA in 1992

NASA needed computing power. Sun Microsystems gave it to them. "ICE" as shorthand for an Institutional/Integrated Computing Environment in this context. NASA needed Unix SPARCstations which Sun had just developed in '89 a few years prior. Unfortunately a year later in '93 the contract was suspended since the U.S. government believed Sun was "gaming" their pricing by using an obsolete, artificially cheap workstation model to win the price evaluation. By '94, Sun and NASA had stopped working together.
